No, there isn´t, since the tool is still somewhere in the beta phase which it´ll most likely never leave. The latest version is 0.61, to the best of my knowledge.

But what precisely is your problem?

I've never used a map or campaign editor so my answer would be to do it manually in map.tga and text files. (It may take longer than using editor but at least you understand exactly what you changed and can check / backtrack as you go along) there are plenty of tutorials on issues related to making new maps / campaigns in scriptorium section.
if you get stuck on something specific though please post.

I'd love to have a tool that helped to generate the map_heights, map_climates, map_features, map_ground_types, map_roughness and map_trade_routes files, as I seriously doubt my ability to pull this off by hand.

My best advice is to start with a very simple map made in the graphic editing software of your choice. Basically you need to make all the maps (height, regions, ground types, climate etc.) from scratch. The easiest way is to make a descr_regions with one province colour (basically one huge province covering the whole map, or that part of it that isn´t water). From this map, by rescaling and replacing colours you make the other maps - keep it simple, no fancy editing, always yost two colours. Once you got that done, you can start up TiME and do the touches, like the provinces, raise the terrain, assign the different ground types etc. That is what TiME can do - making a map in it from scratch, while suppose it is possible is just too much of a hassle.

@Barbarossa: Climate, ground types, heights, regions and resources can be handled by TiME, land features (rivers especially) sadly not.

As long as you keep the limitations in mind, TiME can be a usefull tool, but it won´t do the work for you, the same way the electric scew driver won´t assemble that DIY cupboard for you.
