Fortunately you can get elephant mercenaries as the Romans (and all other factions) in elephant regions such as the wealthy land around Carthage. These "elephant" regions are marked with a small elephant on them showing one that almighty elephants can be recruited as mercenaries in that province and in the city should you be a faction that can train elephant units from a city. Enjoy playing with your elephants and cheers!
