As shigawire, tellos, and keravnos have indicated, there's a LOT of work required to create ancient language pre-battle speeches. From my perspective, that work would appear only at the beginning of a battle - never during - and with a single click most people would blow right past it and head for the battle. So these things would be heard perhaps a few times, and then never again. Plus during any single campaign you would only hear the speeches of your faction, not those of any other.
By contrast, the existing voicemods click in before AND during the battle. Plus you can hear the voices of the enemy too. So the amount of "earplay" the existing mods would get versus the "speech mod" is roughly 100-to-1. That equation makes it pretty darn hard to justify spending resources on speeches (although if some guys want to do it, so be it.)
