In the event of two or more nominations with the same number of votes at the close of the poll, then surely, those nominations would be put up for a second, deciding poll.
Meaning, only those would then be voted on.

All the other nominations with lesser votes in the first poll would be deemed defeated.

A fair way of deciding.
