At the end of the day politics is just trash compared to the Gospel.
I think you have to have the "surf board" developed to access that one. Or maybe, the "rubber dingy." Some sort of flotation device that your merchant will stand on in the river, while he clings to the poor tobacco plant for dear life so he isn't just swept downstream. Did I mention that he'll scream like a little girl because he thinks he'll drown? hmm....that shouldnt happen as most people put merchants on the resources in the new world and one would think that if there is a bug on one of the resources some1 wouldve pointed it out. Can u post a pic of it?

I've heard about it too in a few places. Never played to reach the new world however, I always want to play with a different faction/approach before that..
However, the fix is VERY simple:
open up descr_strat in the campaign folder. Then find the following:
resource tobacco, 16, 179
resource tobacco, 6, 149
resource tobacco, 1, 149
resource tobacco, 7, 137
resource tobacco, 6, 124
resource tobacco, 5, 117
resource chocolate, 8, 68
resource chocolate, 13, 133
resource chocolate, 6, 137
resource chocolate, 2, 112
resource chocolate, 2, 122
resource chocolate, 7, 124
Find out which one is causing trouble, and move it one tile away. For example, if it's resource chocolate, 6, 137, change it to resource chocolate, 6, 138 or whatever will make it accessible.
Voila! :)
EDIT: If you don't know how to find positions, just use move_character:
open up the console, and type move_character "Firstname Lastname" 16 179 to move him to the first tobacco plant. Do this on all the resources, and you'll find the position of the bugged one.
