    Hi,
May I suggest that you visit the Scriptorum, the R:TW Modding Questions Forum, the Repository, the Alchemist's Labs and the M2:TW Learn to Mod forums! However beware - to mod you need a huge hard drive to fit all the files from the .pak files in (something like 50GB of free space for M2:TW) and you often need expensive programs such as photoshop, and a degree in computer science, to skin (believe me I tried and failed, or was that just my idiocy!). Cheers!

Really you just need anything which can open .tga files. Other than that I believe you need 3DMax (or something like that) to do modelling (there is a 30 day trial version yet afterwards you have to buy it) and to edit text files you need a text editor such as notepad.
