Eleutheroi are all over the map, they represent seperate tribes or factions that due to the engine limitations of rome total war. cant be properly represented.
You will fight alot of them but they arent a coherent faction as such.
As rome your main enemies will be pretty much anyone your at war with :)
The Eleutheroi are the "Rebel" faction, whether popping up on the map as random field armies, or owning provinces in their own right. Roma starts the game more-or-less surrounded by them.
Just call me sui generis, and leave it at that.

Thanks guys. So that's who the Rebels are. I thought they may have been. But was not sure. Since they are all over the place. Looks like I'll be kicking their Butts all over the map.
Take care when fighting the "eleutheroi" as they can be very strong especially big and rich cities like pergamus

Yeah, they aren't really "rebels" - but just other factions or peoples that the game doesn't have enough faction slots for. It just means "free peoples" - those not under the control of the 21 factions.
I love how some of the Eleutheroi "factions" if they can be called that, are allied to real factions. The ones Ive noticed are Halicarnassos being protected by the Egyptians in my KH game, and Sinope being allied to the KH during an attempt at Pontos. Keep it up EB team.

The concept of "Rebels" always irritated me (we all know how there can never be more than 20 unified states in western Eurasia, right?) but they're a fact of the engine, and EB did a very good job with them IMO.

The eleutheroi can be very tough. In my Mac campaign I am now fighting the rebel Getians. One city has a full stack of drapenai, getai thorakitai stratiokai (sp), komatai archers and the getic skirmisher dudes with curvy knives. They shredded my army of standard hellenic troops (phalanxes and hoplites and the like)...
However I discovered they are very, very weak against horse archers which I can luckily recruit in Mikra Skythia. A disadvantage in going to war topless I guess...
Yes, the Getai troops are extremely vulnerable to any kind of archery, particular those without a shield.

In my current KH campaign, that Eleutheroi Skythian coastal province east of the Getai and north of Tylis has pumped itself up into a powerhouse with a stone walled city, a full garrison stack of archers, horse archers and hoplitai haploi and a roving army of HAs to boot. It's 239 and they remain un-subjugated, everyone gives them a wide berth.

I sieged them to death with lots of Argyraspidai, and bribed the roving HAs to give me some counterattack punch. It was simply a waiting game. I sieged, when they sallyed I set up my phalanx in a square and waited them out. Cheap tactics I know, but it was the only way I could think of to beat them...
