    look in descr_culture.txt
    spy spy.tga spy_info.tga spy.tga 350 1 1
    One of the '1's is the recruitment time - not sure which or what other one is, you'll need to experiment....
    350 in that example is initial cost
    maintenance cost per turn I think is in descr_character.txt
    as 'wage base'
