Is it possible to access the ingame images that appear on scrolls? For example, the one of all the gold when you look on the financial section of your faction summary.

Yes, they are in the eventpics folder of the culture folders under the UI folder. You'll need to unpack them.

I found these pictures in a UI folder in the Barbarian Invasion section but not the Rome section. I need the pictures for the Barbarian (German) faction. What do I need to 'unpack' them?

You need Vercingetorix's pak extratctor:

that will unpack everything in RTW/data/packs into RTW/data/packs/data/ui etc so you can view it, that does not effect where the game reads files - it will still read from .pak files, so you either need to create new folder path to RTW/data/UI/barbarian/eventpics etc, or pack them in mod_0.pak to get game to read new ones (sorry to be vague on that bit I've been working on BI too long, BI you just put them in BI/data/UI/barbarian/eventpics, same should work if you're using -mod folder for RTW)
