    Can I submit a nomination for the 'creepiest image of 2007 award?' I know it's just February, but I don't see that getting beaten.

    The story started life as an AP piece. Tribesman's Examiner just picked it up off the wire.

    Oregon Department of Human Services officials said Buoy was not a foster parent for the agency. It's not clear why or under what circumstances the child was placed in Buoy's care. The executive director of Next Door could not be reached.

    I wondered about the Foster Home bit - after several scandals a few years back,I thought most state Social Services offices had tightened up on candidate screening & checking. Seems this case was somehow less formal/unofficial - and might need looking into.
