I'm not sure we kept in a year requirement for any of the three reforms...I'd have to check. They are based on dynamic factors, though, so it isn't just a year (if there is such a requirement any longer).

    Polybian is still 242BC.
    Marian is still 172BC.
Imperial has been moved to 147BC.

To change them yourself you have to edit the "....Rome - Total War\EB\Data\scripts\show_me\EBBS_SCRIPT.txt". Roman reforms are in the "1c" section. Find the area that says "and I_TurnNumber > 120" and change that number to the turn you want the reforms that be possible in (remembering that there are 4 turns per year counting down from 272). Or to remove the year required entirely, place a ";" as the first character in the line so it looks like this:
    Code:
    ;and I_TurnNumber > 120

    So, no dynamic reforms then?

No, they are dynamic, that is just the minimum year.

    From the faq:

Q: Which factions have reforms, and when do they take place?
A: There are 4 factions which have refom:
    Romans: 3
    Polybian
Spoiler Alert, click show to read:
at least year 242, either hold 2 of these cities (Segesta, Mediolanum, Patavium, Bononia) AND 2 of these (Lilibeo, Messana, Syracuse) OR wait until 210BC
You get the new units after upgrading your Mic's. In settlements you don't upgrade you keep your old camillan units, and you are still able to retrain your old veterans.

    Marian
Spoiler Alert, click show to read:
At least year 172BC, have 6 Latifundia built, hold at least 45 settlements, fight more than 250 battles and have a character that is:

    Intelligent/Charismatic/Vigorous
    Popularis
    Consul or Ex-Consul
Has Influence and Command > 2

    OR just conquer 90 settlements.

    Augustian
Spoiler Alert, click show to read:
At least year 152BC, hold 90 settlements, have at least 45 type2 settlements, fight 400 battles, and a general that is:

    Intelligent/Charismatic/Vigorous
    At least Skilled Bureaucrat
    At least Arrogans
    At least Expert Recruiter
    Can't be Selfless

If these conditions are met, the general will receive a trait telling he wants to seize power. Make him the Faction Heir and as soon as he becomes the leader the reforms will happen.

Yeah, except do you really want to play from 272 to 30 (upwards 800 turns already) to get the last level of Reforms for Rome? And then have only about 120 turns to play with them? EB is interested in realism, but when it kills the gameplay too much, it's a no-go.

Actually history takes precedence to gameplay pretty much all of the time. As for reform dates, I don't know.
