Reform Year Requriments

If you build Rome to a huge size earlier than it happened historically, then there will be a need to a new class of troops. Thus you would have the Marian reform triggered earlier. Date alone wasn't the reason for anything in history, so if you reach the esoteric reason that some event happened before it really happened, then you get that event.

And since the game excludes guys like Gaivs Marivs, then it can't happen like it happened anyways.

PS Keep in mind, those dates are the earliest a reform can take place, they don't always happen that year.
