The earliest I ever had them occur was 255BC as the Scipii. I managed to enslave Carthage, Lilybaeum, Thapsus, that Sardinian settlement which I can't seem to recall the name of right now and a large Greek city. That quickly enabled me to gain an Imperial Palace in the only city ever to rival Rome itself in size, Syracuse!

My cities seemed to fall short in comparison of Rome and those owned by the other Roman factions. Their's had everything- pantheon, urban barracks, foundry etc- whilst mine where had everything a step before. Meh.

That's a familiar occurrence. I believe that it could have something to do with difficulty settings, the AI might get bonuses to growth to aid them beat you faster on harder levels. It could also be that you didn't have any governors in your settlements. Having governors gets your population from all Roman faction's enslavements. The same is true for other factions who get your slaves divided up between them. That means that if you didn't have any governors to pick up slaves then all of your enslavements were going to the other Roman families and the Senate.Originally Posted by César Victor
