From what I gather, conservapedia is not a hoax. It is a sincere 'conservative' project. It just gets visited, edited and vandalised by pranksters a lot. Hence the confusion.
Then again, the nature of the ideas of America's extreme conservative fringe means it is difficult to tell the difference between what is for real and what is parody. I think this site would be most funny if left completely untampered.
