Question about completeness of steppe factions

Hello all, currently I am playing a Sweboz campaign, but after that I would really like to try one of the steppe factions, either Sauromatae, Pahlava or Saka. From what I remember in 0.80 the Pahlava and Saka were still under development and missing several features; is it still the case in 0.81 or are they more complete? Should I wait for a later build to try those out? Thanks.

All three are completely playable. Meaning you *can* win the game with them (although it's a challenge).
