    Just open a settlements details scroll and look in the bottom left corner, there is three buttons, the middle one sets the settlement you selected as your new capital.

    As for unrest, in the settlement details scroll, there is a section on unrest, if there is any wheel icons in the negitive effects, that means the settlement has problems with unrest due to distance from the capital, If it does, then it will rase public order.
