Does Athens have milltary docks?

What level of military docks can you build though, I think you can only build the second or third level of military docks, but should it not be posible to build the full military docks?

Wasn't Athens famous for its military shipyards after all?

Considering most settlements don't get any military ports, even the second level docks are something to boast about. Doesn't Rhodos get the full cojones?

Athens did not have a lot of space for many military ships IIRC.

The lower the "number" of your government type, the more infrastructure you can build.
