For the Polybian reforms, do you have to have only 2 settlements from each list, beacause i am now at 241bc and havePatavium, Segestica, Dalminion, Bononia, Segesta, Alalia, Karali, Lilibeo, Messana, Syracuse, Rhegion and Taros...still no Polybian..thanks

In 241, you should have them. Check your cities... Do they have a building that is just the text "Polybian Era"?

And remember, after you get the "building" MAA states, you have to upgrade your barracks!!!!
