Sorry, but probably not. To me it seems a little unrealistic that the Saba should have to wait several turns to build a stone wall around a town while they can build one around a fort in less that three months. However, I am not completely sure, so you will have to wait for the EB guys to turn up before receiving a definite answer. Hope this helps you, cheers!
