Whats the most efficient way to milk the Belgae for all they are worth?

I normally like to figure out things myself but after starting several new campaigns over and over again because of bug and error troubleshooting and patches I've basically just decided to ask for any advice on milking the Belgae for all they are worth and trying to churn out their high quality troops as fast as possible.

Whats the fastest way to do this in terms of government types?

Well you have to wait till at least the 2nd reform to get good troops from them *Milnat*, so take your time, Build a game field, those hero cults, and once you max the mic's, whatever government that gives +1 exp.
