As for the other issue, while I appreciate that what you say is true, this information is very difficult to collect and present on the cards given the number of cards that need to be done (and are likely to change in the next release(s)). However, for the time being, the information on the cards, while perhaps misleading, is not actually wrong. A player can easily see what government can be built in a province, and once the recruitment maps are up, can crossreference this information with the map and thus immediately see whether a unit would be available or not.

If you somehow manage (cheat) to get a gov type 1 in one of those provinces, you will see the units in your factional MIC. Even better, if you capture a level 5 MIC and don't raze it (I don't consider this cheating), the units are there. So in a sense the cards are not wrong on this point.
Sorry it took a while for me to reply to this query but basically there are 2 issues here.

1) There are some units, like the Uachtarach, that cannot be recruited by any faction under any circumstance. This IS clearly a bug and will be fixed in future releases.

2) Other units, like the Brihentin, can be always recruited by some factions (like the Aedui and Arverni) but only by other factions (i.e. Casse) if they somehow manage to capture a tier 5 MIC from the former owners. This is NOT a bug, but rather a feature. Think of it as the Casse not being able to work out what a Brihentin is on their own but if they capture a province with Brihentin-capable barracks they say: "Cool, lets have these guys!" or something like that.
