Sorry, but probably not on the Rome: Total War engine - EB has already met the faction limit (21 factions including the rebels). It may turn up in EB2 for M2:TW however, the faction limit in M2:TW is 31 including rebels, so not all hope is lost! Hope this helps you, cheers!
