If you have modified the files in your normal Rome - total war/data directory, then all you need to do is make a new shortcut for the BI.exe, right click it, select properties and in the target line after the last " type space then -mod
so finished result looks like:
"x:\activision\Rome - Total War\RomeTW-BI.exe" -mod
that will run your RTW campaign through the BI.exe

And to state the obvious you do need to have bought BI to do this as it requires both the .exe file and disc to run it!
