    Default Government building bug

    May be you are already aware of this problem, good people of EB team or may be not. Anyway, when playing for Aedui I lost one city with level 1 government to Romans.

    Retook it couple of turns later. Destroyed their newly built Roman government and repaired my Level 1 government.

    Then I saw "pacifying newly conquered region" building option or whatever it's called. So I built it and then I could see that it's possible to build Level 1 government again, despite that it's already built. So I ended up having two Level 1 governments in one city which sounds like a bug to me.

    Sounds like a bug, but it also sounds like there's nothing we can do to stop that. I have no idea why you should be able to build a second version - the building code does not allow that - it's simple in this respect. It's just a fluke thing it seems like. It is a bug, but not one that we can do anything about quite honestly. Just either don't build the second one, or destroy them all, and use the cheat (process_cq cityname) to build yourself a single new one.

    Tearing down a government building makes the game think you have no building in that tier in that city. Therefore you can start that tier over, even if there is a government building damaged in the settlement. Ending turn should make it go away as a construction option. If it remains (the ability to build pacification) after multiple turns, then that is odd.
