Some 8% - 10 % of all disease and injury in the EU is attributable to alcohol abuse. And this survey clearly shows that alchohol abuse problems in the EU are the result of binge drinking. The policy to pursue is therefore clear. The EU needs to establish a Common Alcohol Policy. This CAP is to be paid for by raising higher taxes on binge drinking, to be compensated by a lowering of taxes for recreational drinking.
The money thus generated should be redistributed evenly across all member states, according to population figures, to fund this 8% to 10% of overall health expenditure .

I suppose they forgot the Czechs? Those madmen drink the most beer of all of Europe, and are second only to the Ugandese (yes!) worldwide.
