No, so far you just downloaded it. The icon with the disc is the installer file, you need to execute it
Now, the installer (which looks like what you should be used to from any other installation program) will ask you where your MTW directory is located, point it there and it´ll do the rest automatically, which is basically copying the contents of the mod into the MTW folder.
To play you just have to start MTW the usual way.
