marian reforms question

I have been working on a mini-mod for E.B. that utilises the vanilla marian event, and now I want to test it. Can any one suggest a way to test it without having to play a campaign untill it occurs?

event occurs when city with 'italy' hidden resource reaches huge city level, e.g. after last government building is constructed. To test that you need to make temporary mod of your descr_strat file so that one or more of relevant cities can reach that level soon after start and build governance building.
