hey where can pontus and other factions recruite these archers besides syria and what govt system? also not part of the origianal question but does mazaka recruit galatians? I know I could take it but I like to stay on the coasts and galatia.

They require Regional MIC level 4. So You should get them as allies (Gov 4 or maybe 3 also).
Regions: Syria, Assyrie, Sophene, Adiabene, Babylonia, Tadmor, Syria Koile.
