After several games here are some things I'd like to see
1. A change in what constitutes going to war. For example: The Sicilians who I am allied with, land an army outside Durazo and camp down right outside the city walls but do not besiege it. I know what is going to happen I am probably going to be betrayed by them because the AI has given them a mission to take the city but once landed sees that my garrison is too big to succeed. So, the computer is going to wait and hope that I'll move troops out for some other purpose. I've had foreign armies sit outside gates of my cities for 7 or 8 turns before finally placing a city under siege and then losing the siege and suing for peace.
I should have a diplomatic option to request that the army be disbanded, removed or gifted to me or that it attack. Think about it. Would Mexico allow the US Marines to encamp 30000 men outside Cozumel? Would anybody blame them if they tried repel such a force? Conversely, if I attack an army in my territory that does not have a military access agreement then I should not be penalized for starting a war. Indeed, I'd think my reputation would improve.
2. A Mercenary guild. Basic guild allows you buy mercenaries in cities. Advanced lets you buy mercenaries as though they were standard troops (i.e. they cost less to purchase and maintain.) Master Mercenary Guild those benefits to any city you control.
3. I actually liked the control of seas aspect of the original MTW and would like to see something like that would at least potentially prevent unopposed sea landings
