Mini Rise of Civilizations

This should be easy. Another RoC game, but I'm going to make 2 new changes to the rules of Rise of Civilizations.

The first is, the host won't participate in this game. Just to be fair.

The second is, no new cities. You will be able to upgrade them, yes, but no new cities.

We will play "a la RTW", so, there will be 4 factions.

The House of Julii
The House of Brutii
The House of Scipii
S.P.Q.R.

Who will be able to win?

Conditions to win: Own every settlement of the Italian peninsula(and Masilia also).
