Can anyone maintain rule over Corduba?

I hate this place. i despise it from the bottom of my Roman loving soul. You can set taxes on low, build temples, build economic structures and sewers, yet those people still turn red and rebel. It never fails, If Carthage still holds onto one piece of Godforsaken desert tween Carthage and Egypt, Corduba will rebel to Carthaginian. What's a Scippi to do? Is there any solution to this royal pain in the arse province? Thanks,
