Level editors/editing GUI

Hi,

Does MTW2 come with a level editor, or an add faction etc interface to make modding easier? Would a tool like this be unnecessary?

Well it has a battle map editor, but nothing for the strategy layer.
No other stuff, either.

A tool like this wouldn't be useless, but a lot of work for fairly little gain (editing the stuff with text editors and Photoshop isn't that hard) which is why it's probably not really attempted.

Speaking of the battle editor - how do you activate it in vanilla?
