Ex-Communication: Can anyone explain how it works?

Well thats good to know, I often get other factions camping armies in my territory. Hungary are doing right at this minute around Zagreb. There was one game (Civ I think) where you could send a diplomat to tell them to 'piss-off' but that doesn't seem to be an option in MTW2.
