Is the nomadic system finshed? And are Parthians also nomads or just the Sauromatae and Saka?

Define finished. Considering this is still a beta version, and that the team is still going to add a ton of stuff to Parthians. Yes the Pahlava *parthians* are indeed nomads.

The Pahlava don't use the nomad MIC system though.

Big changes being effected for Pahlava faction as we speak. They will be quite different in a lot of respects for the next build, and they will be quite unique compared to all other factions in the way they will operate.
