Yep, it was made by Parmenio as a candidate -among several- to Roman or Senate icon. He himself discarded it, despite being quite good, because the eagle looked quite chickenish, and didn't inspire power.
I guess the old icon thread must be buried somewhere. It included Parmenio's impressive efforts, Parmenio's not-quite-impressive sudden defection (What happened to the guy? We never knew, maybe something happened to him. Hope he's OK), and my first ludicrous attempts to take his task forward -a bit ashaming but tender (just like being Süssmayr and trying to finish Mozart's Requiem).

Well, dux is right. Now that he mentions it, it is clearer in my memory too - Parmenio did it as an icon for the entire Romani faction, but we weren't happy with it really (chicken comments already mentioned) and stuck it in as a senate icon instead. It wasn't designed for the Senate only, my mistake if I conveyed that.
Ah, so there it is. Didn't really see the chiken resemblence until now,!
