I don't know if Nikolai has already kept it in account but some stack stalling is due to AI settings.
For example some conditions that pushed the AI to attack a region could be changed in the meanwhile. I witnessed it a lot during my AI experiments.
I also had the impression that attack/defend decisions are splitted in two consecutive turns (first turn attack evaluations, second turn defensive evaluations). This also could lead to a stall which isn't caused by the map.
