Press alt when you select your archers (or other ranged units) and you'll see the bow pointer change into the sword pointer... then click on the desired target, or double click to charge.

Skirmish mode is when they retreat from the enemy to try to maintain distance so they can continue ranged attacks. Turning it off means they will stand their ground as an enemy approaches.

Yep, skirmish makes your archers run away from enemies, but I usually keep it off preferring to move the archers myself.
They run in the opposite direction of the unit coming at them so they can easily be cornered or get pushed into greater harm, you can usually make better decisions as to where to run to than the computer
