    Default EB Eleutheroi = Rebels??

    I just started a EB campaign with the romans took tarente maked peace with epirus.Than I wanted make peace with Eleutheroi only to find out that I COULND'T!! Are they like rebels from vanilla ??

    Yes, they work in the same way as Rebels in RTW, but tend to be more powerful since they represent strong independent states that couldn't be included as full factions.
