    No, it means it's impossible.

Why do you think that in every mod the agents have 1 turn recriutment?
Because there is probebly a file called descr_agent.txt which we can't get to.

Hard-coded means that a feature/function is not available in the accompanying files, and implementation would require changing the .exe file. Not only is this next to impossible if you don't know the source code, it's also illegal to distribute modified versions of the .exe file.

YOUR MOM'S ARE ALL HARDCODED BY SEGA! Sorry, I must vent and weep at their inability to allow for this superior modding team to do their damned jobs right with tasteless obstacles such as encrypted executables that even if reverse engineered would only lead to sorrowful lawsuits.

Let's stay realistic. Are there any complex, commercial games that do not make use of encrypted executables? R:TW's engine is not the most moddable around, I agree, but it isn't bad either. As for the legal aspects: distributing the program files, modified or not, is piracy, since you don't need to pay to get the program.

Or if you want a soulution that isn't a copy of a film, maarch im into Germany with part of the sons legion, and have him engage the ememy, one the battle starts, have all members of the other legion retreat, leaving germanius and his loyal troops to fight to the death.
    Excellent idea!

^ We need a hacker to crack the source code... :/

But isnt that only in the case that you try to circumvent the CD protection?

I don't know much about copyright jurisdiction, but I think not: you are distributing commercial products without reimbursing the owner. They might tolerate that if you simply changing data files (e.g. modding) since you still need the .exe to run those, but in the above scenario you are going to supply the .exe as well.

But if this exe doesnt violate any copyright or promote piracy...I dont know it might be tolerated as well...
The Pro Evolution Soccer PC modders in orther to add more crowd chants have modified the exe...and they have no problem...At the end of the day IMO its up to CA/SEGA...I doubt that they will stop it if it only makes more people to buy the game for an outstanding groundbreaking mod... ;)

But if you can download the .exe freely on the internet, why buy the game? This is a genuine question as I am working under the assumption that the .exe files equates to the program, minus various settings and data files. Your example indicates that this is not the case.
