I bet RTW has something similar. Stop arguing about this, the EULA for RTW will clearly state that no matter the purpose the reverse engineering of the .exe supplied with the game will break the agreement, no matter the purpose. Thats just the way it is, companies need to the protect themselves, and it is easier to make blanket statements than try to think about all the small little ways that someone could break code that would be bad for business.
