Question building MICs for rome after conquest of Tarent

Hi, decided to play EB 0.81; it is very good, but there are a few things i do not understand; when i capture Tarent, for example (or Taras), i build a government building type I; After it is finished, i still cannot build the main MIC, only the one for auxiliary troops. I already destroyed the greek building; Does the building become available later?

You have to wait till the Polybian Reforms to be able to build your Factional MIC there, till then only your starting MICS and I think segestica can build Factional MICS

He, if any of you EB guys are reading this (TA), could the descriptions on the Roman MICS be changed to add a list of areas(atleast a general one like "Central Italy, the Southern of Italy, and Southern Alps" for Polybian reform for example) where they can be built on the top? It'd be helpful for newbies and those of use who have bad memories or don't play them often and want to figure out if someplace you're going to conquer will be able to raise Roman troops.
