Default Should we torture drunk drivers to decrease deaths in traffic?

What do you think? Should we torture drunk drivers to decrease deaths in traffic? After all, they have much in common with terrorists, which are unfortunately by over 20% considered good to torture:

    - the drunk drivers have very little centralization in their organization, similar to terrorists
    - the drunk driversm, like terrorists, care little about the lives of innocent civilians
    - the drunk drivers kill many more than the terrorists, and are therefore a bigger problem
    - often there is cooperation and communication between those who later end up becoming drunk drivers. People who know each others may affect each others to become drunk drivers. Drunk drivers therefore may have valuable information about other potential future drunk drivers, which they may not wish to give up unless they're tortured!
    - it's necessary to destroy such "drunk driver cells", and their training camps - bars and private parties - should be raided and everybody killed. Just like nobody who practises shooting in a country occupied by the USA can never be a resistance movements or legal combattant, must all who drink liquor be considered dangerous future drunk drivers, and we should have a right to arrest them and without trial sentence them to death or concentration camps!
    - every drunk driver has a neighbor! It could be you! Make sure to watch your neighbors! Any information you can give to the CIA/Gestapo about your neighbors' drinking habits is valuable!
    - the drunk drivers use unconventional methods of warfare considered illegal by the Geneva convention, for instance, like terrorists, they don't fight in uniforms. This is why they're so difficult to stop!
    - many of the drunk drivers in the USA are of non-muslim origin! Therefore, non-muslims should be watched more than other citizens, so that we may stop the drunk drivers in time! It's simply about what is practical - we can't watch the entire population so why not watch the particular group that actually commits these crimes and acts of war?
    - all who aren't with us in this "war on drunk driving" are against us! All oil belonging to drunk drivers will be secured by the US armed forces
    Under construction...

This seems to turn into a spam thread (can't say that I am completely surprised)
