Could be one of those model-sharing thingies again. Although as AFAIK the Draps and Bastards are the only two units using that model slot, you'd think it was easy to circumvent with the merc trick so there's probably some other reasons too.

In my Roman campaign, my MIC only goes from 1 to 4.
1 is homeland, 2 is conquered. 3 is like a tributary/nonhomeland
and 4 is allied state.
