That's intentional, historically there were Greek settlements in South Italy. With your local MIC, you should be able to get Hoplitai and Rorarii there.
Also, your sig image doesn't show up - it links to your hard drive
thanks
As I wanted to ask this and not ot open a new thread I have the following Question:
What made the EB-Modteam decide that Molosson Agema can only be recruited in Ambrakia. I think they should be available in Pella and Epidamnos too. Same thing with Chaonion Guard. I think they should be added to Pella and Perhaps Taras, as it is a homeland region. And why are Illyrioi Thuerophoroi and Thorakitai limited to Illyrian Provinces? They were so common in the Armys of Epirus that they can be build in a factional MIC. Galatikoi Kleruchoi can be build nearly everywhere in the eastern chunk of the map, so the argument "they did not conquer these regions historically" doesn't count.
Just some thoughts, I do not mean to criticise this woderful mod, just wondering.

Chaonion Agema are available in Epidamnos and Ambrakia, in my current game. Molosson Agema are MOLOSSON (one of the three chief tribes of the Epirotes, the dominant one) so it makes sense they are composed of loyal tribesmen and thus centered in Ambrakia.
Their uber Thorakitai and Thureophoroi are available for recruitment in Pella, as are the Agrianians - a great boost to their recruitment base.
I think they've done a great job with making the recruitment zones for Epirote units more accessible.
Well, in my Epirotean campaign, I can't recruit Illyrioi Thurephoroi/Thorakitai in Pella. Either you modded them in and forgot it, or it is a bug in my game.
I know that Chaonion Agema can be recruited in Epidamnos, sorry for not writing it clear. But I somehow have the idea of migration in mind, which would be a explaination for Molosson Agema and Chaonion Agema in Pella. If the Epirotean King is King of Makedonia, I think it's logical that a lot of Molosson would go there.

Could be something to do with historical migration, as Galatians settled around Ptolemaic controlled area after they had served in their military. Illyrians didn't migrate, at least in significant numbers. That's how I understand it, doesn't mean it's true though.

Yes that is exactly why. The galatians were common mercs in egypt and so they are avaliable there. The illyrians did not (to my knowledge) do the same thing, and were very much concentrated where they are in game.
