EB is constantly being improved upon, but whether the next version is 0.82, 0.9 or even 1.0 depends on a number of factors. Check out the stickied EB Development art threat and EB Easter Preview thread for sneak peeks on things to come.
Though whatever happens there certainly will be a 1.0 at some point!

to answer the original poster, YES, there will definately be an EB 1.0 on the RTW engine. And it will be full of exciting goodies and more immersion than you can shake a stick at. EB developers are always busy in the internal forums with new ideas and projects for their own factions and for the mod as a whole.

And don't worry, it won't just be new units. There are a ton of system changes too. Someone was going to interview us and we were going to talk about some of the new stuff, but they decided not to. Oh well. I think we had an interview by someone in late 2005, so not much has changed since then.![]()
