are the units you are talking about regional or factional?
You're going to have to be more specific. Qarthadast can recruit Iberian heavy infantry units, but I'm not sure about Gallic ones. You're going to have to give names.
Iberians are recruitable in Iberia, Gauls in Gaul.
The latter are certainly a case of high enough regional MICs (and AFAIK go up to Gaesatae and Mori Gaesum, or at least used to), the Iberians I'm not sure if they go under factionals instead.

All the iberian units *Dorkei Hatkafa, Iberian Milites, Iberian Caetratii, Iberian Scutarii, and so on* Carthage can recruit you get out of the factional MIC. The only exception is Loricati Scutari which is the only unit you get out of the regional MIC in Iberia, at level 4. Dorkei Hatkafa *Iberian Assaults* are also recruitable in Lilibeo for some reason.
Neitos you need a level 4 or 5 regional MIC for as Carthage

... and they are. I conquered what is now Bordeaux (can't off hand remember the name in the game) and I can recruit Gaesatae, archers and the basic Gaul infantry units.

hello thanks for all your responses i totally forgot the name of the guys im looking to recruit the ones im talking about are loricati scutari and neitos can you tell me what government level i need and on which cities are those guys available!!i already got the highest level barracks on the city that is to the east of mastia, is the other starting city of karthadast in iberia...thanks for your help guys!

You're best bet in recruiting Gallic soldiers as the Karthadast faction is either hiring mercenaries, or asserting dominion over a Gallic province or two. When Hannibal Barca and his soldiers passed through southern Gaul, he would have hired Mercs as well formed alliances with local tribes there. You could do the same. I've been playing as the Roman Republic for a week now, and since taking Mediolanum and Massalia, Neitos and Brihentien have made up one sixyh of my forces. Neitos in particular look like the closest thing I have to marian-style legionaries. So when the Marian Reforms come to pass, I could probably muster something like the "Legio V Alaudae" that Caesar recruited during the Gallic Wars.
The loricati should be basically just the mid-higher regional MICs in Iberia. The Neitos would be the highest MIC around Gaul (from my experience as the Romani, so I may be wrong).Originally Posted by SwebozGaztiz
Neitos are Regional MIC L4; and in the Gallic provinces that allow Birhentin that constitutes the L5 MIC. I know as the Romans you can't recruit anything in Iberia beyond Caetratti and Milites, but Karthadast should be able to get quite a bit more from both Factional and Regional MICs there. I'd guess Scutarii are L3 of one or the other.
