Carthage recruitment in Sidon

I noticed last time I played Carthage that they're supposed to go back to Sidon as part of their victory conditions. Also, Sidon is a homeland province for Carthage. This being the case, does what unit recruitment does Carthage have in Sidon? Can they recruit their elites? What units can they recruit? Thanks.

I hope the developers have something in mind for a Carthie special unit in that area, or at least plan to add some already existing elite unit into the factional roster. (I'm thinking the Sacred Band infantry since it could be said the new government could recruit from a population that is somewhat familiar with phalanx tactics.)

(I almost made a joke about "Canaan fodder" but decided against it.)
