A good program?

Is there a campaign map editing program which can create new maps? I have looked everywhere and the only one I could find was by The Trivium Organisation and it is good but I get errors whislt deleting regions. In my mod I am going to need to create a brand new fresh map from scratch. The tutorials didn't give me any help but if someone has a program or easy to follow tutorial please tell me.

no offence but the tutorials/info found on the sciptorium are just what got me to the point of being able to make a completelly new map, so I guess you may want to read those again as they explain roughly anything in close relation to map-making ...

sorry.... I just found out why the program wasn't working as I am working on two mods the program sets up to one of there directories I have changed it and are making progress. Thanks, I am reading and reading the scriptorium.
