It's 8th link in Main hall section. I don't know its direct link because the page is javascript. If you confused, try the one its javascript link is "/_c21_/album_list?grpid=SWL&fldid=MB7" in status bar.

I've received a reply on the question from the site admin and creator of that tool, Yas.

The combat rating is:

(att + def*HP + armour + shield)+(morale+charge)/2

I am highly honored that you like my humble works :)

The calculation for combat rating is very simple. ( just same as it in MTW1)

: (att + def*HP + armour + shield)+(morale+charge)/2

I know it's not perfect. There r many factors that the ratings can't cover. The combat logic of M2TW is so coplicate to cover whole factor. If you have any idea about that, please advise me. And for the same reason, the Matchup systems are not developed yet.

And sadly, added to this, I don't have so much times like a few years ago. :(
