Only if you run RTW from BI.exe (I think so). In such case, put schiltrom or shield_wall in the attributes line of the unit.

Just adapt your BI desktop shortcut so when you rightclick it target line reads:
"xxxx\Rome - Total War\RomeTW-BI.exe" -mod
when you activate that shortcut the BI.exe will play rtw imperial campaign (I think you may have to go through provincial campaign route to get to it though)

Senate will generally work as usual unless you mod it. Though recently some people have reported problems with civil war / getting outlawed by senate causing crash, if that's likely to be issue for you, you'll need to search for the info. I can't remember where I saw that.....
